Title: Accounting Specialist

Position Summary: The Accounting Specialist participates in overseeing business and financial operations of the East Penn School District, ensuring accurate and timely business and financial transactions and compliance with regulations. Key responsibilities include financial record keeping and management, accounts payable and receivable support, purchasing support, insurance support, and budgeting support, along with supporting generating financial and accounting functions. This role demands a high level of organizational and communication skills, contributing significantly to the district's financial efficiency and effectiveness.

Qualifications

Education:

Associate’s degree in Business Administration, Purchasing, or Accounting; or equivalent experience required.

Experience:

1. At least two years of experience in accounting, finance, or purchasing, with a preference for experience in an educational or public sector setting.

2. Proven track record in key business and finance operations, as well as compliance-related tasks.

3. Proficiency in Microsoft Excel, and competence in Microsoft Office Suite and Google Workspace.

Knowledge / Skills / Abilities

1. Comprehensive knowledge of key components of business operations.

2. Excellent verbal and written communication skills.

3. Ability to work independently, maintain confidentiality, and manage multiple tasks efficiently.

4. Strong commitment to providing excellent customer service and to work as part of a team.

Essential Functions / Duties / Responsibilities

1. Financial Record Keeping and Management

· Maintain accurate and up-to-date financial records and documentation.

· Reconcile bank statements, balance sheet accounts and process adjustments to accounts as needed.

· Assist with oversight of the procurement card program, including setting up new cards, providing usage guidance, and monitoring transactions.

2. Accounts Payable and Receivable

· Perform accounts payable and receivable activities.

· Ensure timely billing of services and tracking of receivables.

· Prepare invoices for the accounts payable process and follow up on delinquent receivables.

3. Purchasing

· Ensure compliance with school code and district purchasing policies during procurement processes.

· Assist with the preparation of bidding documents, including instructions and specifications for bidders, for the purchasing and delivery of supplies and services.

· Obtain and analyze comparative pricing and quotations to ensure cost-effectiveness.

· Maintain bidding documentation and ensuring it is current and complete.

· Oversee district vendor online accounts, including setup, order approval, and purchase monitoring.

4. Budgeting and Forecasting

· Support budget preparation and financial forecasting processes.

· Analyze financial data to identify trends and variances.

5. Financial Reporting

· Prepare regular financial reports, including profit and loss statements, balance sheets, and cash flow statements.

· Ensure reports are accurate and deadlines are met.

6. Audit Support

· Provide support during internal and external audits.

· Prepare necessary schedules and documentation for auditors.

7. Insurance Support

· Address daily insurance needs for property, liability, student accident, cyber, and workers' compensation.

· Assist with the coordination and completion of annual insurance renewals.

· Correspond with the insurance advisor and insurance companies regarding insurance matters.

8. Compliance

· Ensure compliance with accounting policies and regulatory requirements.

· Stay updated on industry standards and changes in regulations.

9. Software Proficiency

· Utilize accounting software to manage financial data.

· Generate reports and conduct analyses using software tools.

10. Communication and Collaboration

· Collaborate with other departments to support overall department goals and objectives.

· Communicate financial information effectively to non-financial colleagues.

11. Continuous Improvement

· Identify opportunities for process improvements within the business office.

· Participate in training sessions to enhance accounting skills and knowledge.

Physical Requirements

1. General Mobility: Must have the ability to perform general office tasks which may include standing, bending, and sitting; ability to operate a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.

2. Manual Dexterity and Handling: Ability to manipulate and handle files, papers, and documents; capable of lifting and carrying light to moderate loads of up to 20 pounds as needed for office and event tasks.

3. Communication: Must be able to communicate effectively in person, over the phone, and in written form with all school stakeholders. This includes clear vision and hearing or use of adaptive devices to maintain communication standards.

4. Navigational Ability: Ability to move independently or with accommodation within various locations in the school district, including navigating office areas and buildings for meetings and events.

5. Travel: Ability to travel independently between various work locations within the district as required. If driving is required for the position, possession of a valid driver’s license and the ability to operate a vehicle safely are necessary.
